Royal Greenwich More Than Doubles Road Maintenance Budget for 2026

Residents across the Royal Borough of Greenwich are set to benefit from a major investment in local roads and pavements after the council confirmed a significant increase in highway maintenance funding for 2026.

As part of its wider £60 million "Getting Things Done" programme, Greenwich Council has committed an additional £1.6 million of ringfenced funding, taking its annual highways maintenance budget to £3.65 million — more than double previous levels.

The investment will support a borough-wide programme of road resurfacing and pavement improvements designed to make journeys safer and more comfortable for motorists, cyclists, public transport users and pedestrians.

The resurfacing works will complement ongoing pavement renewal projects, including the installation of new footways and upgraded lighting along Winn Common Road.

Councillor Calum O'Byrne Mulligan, Cabinet Member for Transport, Climate Change, Waste and Streets, said the council was making a record investment in the borough's transport infrastructure.

"We're investing a record amount in our roads and pavements to keep Greenwich moving, more than doubling funding to get things done over the next four years," he said.

"Supported by a new road condition standard, this coming year will see full road resurfacings in every part of the borough.

"We know closures for works can be frustrating but these essential improvements, once completed, will deliver clear benefits for all: safer, smoother, better roads which make it easier for everyone to get around."

Roads Scheduled for Full Resurfacing

Twenty roads across the borough are currently set to receive full resurfacing works, including:

  • Alwold Crescent
  • Scotsdale Road
  • Bland Street
  • Vicarage Park
  • Barden Street
  • Sladedale Road
  • Goldsmid Street
  • Cobbett Road
  • Cuff Crescent
  • The Knole
  • Hathern Gardens
  • Hever Croft
  • De Lucy Street
  • Dahlia Road
  • Gilbourne Road
  • Rutherglen Road
  • Newhaven Gardens
  • Nesbit Road
  • Milverton Way
  • Grasdene Road

Several schemes will also include the reconstruction of speed humps and traffic-calming features.

Partial Resurfacing Planned

A further six locations are due to receive partial resurfacing works:

  • Plumstead High Street / Bostall Hill (Wickham Lane to Howarth Road)
  • Sibthorpe Road (Alnwick Road to Horsa Road)
  • Whinyates Road (Rochester Way to Dickson Road)
  • Kingsground (Middle Park Avenue to The Vista)
  • Middle Park Avenue (Eltham Palace Road to Kingsground)
  • Tunnel Avenue (Denham Road to Fingal Street)

Additional Schemes Awaiting Confirmation

The council is also awaiting confirmation on resurfacing works for:

  • Welland Street (full resurfacing)
  • Welling Way (Rochester Way to the borough boundary)
  • Plum Lane (selected sections between Eglinton Hill, Brinklow Crescent, Genesta Road and Vambery Road)

The council says roads have been selected using a data-led approach which prioritises locations based on their condition and maintenance requirements.

To help protect the investment, planned utility works will be restricted on newly resurfaced roads for a minimum of two years. Utility companies will be required to complete any scheduled works before resurfacing takes place, although emergency repairs and new customer connections may still be permitted.

Residents will be informed of specific start dates and traffic management arrangements closer to the time through the council's website, social media channels, WhatsApp updates and letters sent directly to affected households.
